Hessa Buhumaid Foresees Judicial Oath Sworn In of 18 Child Protection Specialists

Her Excellency Hessa Bint Essa Buhumaid, Minister of Community Development, witnessed the sworn in judicial oath of 18 child protection specialists, marking the beginning of their child protection officers’ duties, as stipulated in federal Law No. (3) of 2016 on the child protection Law known as “Wadeema Law”, its executive by-laws, and preventive intervention in cases where the child's health or safety is found to be at risk, and therapeutic intervention in abuse cases, exploitation and neglect incurred on the child in violation of the provisions of the law, regulations and decisions issued in implementation thereof.

The remote sworn in judicial oath was attended by Excellency Ahmed Abdul Karim Julfar, Director General of Community Development Authority, Excellency Sheikha Al Mansouri, Acting Director of Dubai Foundation for Women and Children. The Child protection judicial specialists shall be qualified to carry out their new duties to the Ministry of Community Development, the Community Development Authority and the Dubai Foundation for Women and Children.

The Ministry of Community Development has previously organized a training program for (18) child protection specialists to be given the status of judicial officers who meet the conditions of Article (9) of Cabinet’s Decision No. (52) of 2018 concerning the executive by-laws of the Child Rights Law known as “Wadeema”.

Excellency Ahmed Julfar stressed on the importance of this step, noting that granting the status of a judicial control officer for child protection specialists contributes in a practical and effective way to speeding up the implementation of protection measures, and achieving a rapid response to cases that require this. He said that “Wadeema” law indicates the leadership’s directions about the necessity of providing various ways and overcoming obstacles to uphold the interest of the child and protecting children from all types of abuse, exploitation and neglect. He indicated that this fragile and vulnerable segment is the real capital of the country and protecting them and giving them appropriate opportunities for growth and development in a loving and supportive environment is protection for the country’s future.

“Today, a group of child protection specialists in the Community Development Authority participated in swearing in, and we are confident that their cumulative experiences and the training they have undergone will be fully directed to dealing with children's cases in an optimal way”, he added.

Furthermore, Excellency Sheikha Al Mansouri, Acting Director General of The Dubai Foundation for Women and Children, confirmed that the granting of the status of judicial officers to the employees of The Dubai Foundation for Women and Children, along with a number of other stakeholders in community affairs, reflects the serious orientation of the UAE government in enforcing the law to protect and safeguard human rights in general and women and children in particular to promote the stability of society and support its interdependence, in implementation of the vision of wise leadership of the UAE.

She added that the focus in the UAE on building the humans and putting the citizen at the top of the priorities of all government agencies is not just a slogan, but a consistent and sustainable approach on which all entities are taking, and the citizens touche its results every day with new decisions and legislation that keep pace with the modern changes and take into account the needs of the individual and society, and the decision to grant judicial control is an important step and a new cornerstone added to the achievements of the UAE in this field.

Al Mansouri pointed out that the oath that a number of employees of The Dubai Foundation of Women and Children have taken to grant the status of judicial officers, as much as it is a moment of pride for the Foundation and its employees for this great and precious trust of the wise leadership, but it also puts it on DFWAC’s shoulders to redouble its efforts and work to develop its capabilities continuously to meet this great secretariat in the service of society and always be at good faith, renewing the determination to  work alongside all sides to raise the name of this country and its flag high in all fields.

Eman Hareb Al Falahi, Director of Social Protection Department at the Ministry of Community Development, emphasized that the best interests for the child shall be implemented by the law assuring that the interest of the child is above all consideration and priority in all circumstances and whatever the interests of other parties. provide the highest degree of safety and stability to children, given the impact of confidence and trust on solving all the problems that children may experience or be exposed to.

Eman Hareb revealed that the Ministry is about to organize a training program for the child protection specialist to be provided with the basic information on the practice of the profession. The training will include practical applications on how to handle abuse cases and methods of investigating child victims of abuse. The judicial order of the child protection specialists is reflected in its direct impact on the safety and security of the child, as it codifies the intervention procedures to protect children at risk of abuse, whether the harm to the child is minor or serious as one of the judicial officers who has been granted the status of specific gender control of crimes against the child.

The role of a child protection specialist, when carrying out his duty, feels that there is a threat to the child's physical or mental health, in agreement with the guardian of the child care provider  (in case of minor harm), may attend investigation and trial sessions, enter solely or with whom he or she deems necessary to any place where the abused child is located with the permission of the owner, with the necessity of showing an identity card that proves his character to take appropriate measures as well as preventive measures concerning the child, taking into consideration the social research to reach an assessment of the reality of the child's situation.
